I'm finding about 4 to 8 megohms resistance between the outside rails of a turnout. The pc ties were all checked before assembly with no short across the gaps. Is this normal? Even with several megs resistance there would be some current flow.

Have you also gaped the underneath side of the PC ties? What about the point throw mechanism? Are you measuring this after installation? Has the final cleansing throughly removed all traces of flux that may have wicked into the gaps? Some fluxes and some cleansers do have a low dialectic value.

Two parallel conductors can create a capacitance over a considerable distance. But with our model railroad electrical conditions, you should not see any noticeable potentials. DCC can create some very minute capacitance characteristics - thus some very large layouts can stand to use a terminator RC network across the rails at end points.

Describe the turnout treatments and conditions of the measurement.

The measurement was made after washing with plain water. I later washed it with soapy water, the resistance went to infinity. Problem solved. Next time I'll start with soapy water.
