Well It depends on what your trying to do!
For arguments sake, lets say your running a two track main, and right hand running, you want the engine going west on the right track, and I would imagine the largest radius for the normal leg of the turnout, Thus when the engine takes the branch (inside exit rails) it will be on the tighter radius. Since trains usually slow when going through crossovers this would seem to be the best way to handle that. The other turnout receiving the train would be a right hand or vice versa depending on which way the curve is. right or left.
